Why Guests Come to Amherst
- UMass Amherst. The university welcomed about 5,300 first-year students in fall 2025 from a record 53,040 applications, according to UMass Amherst. Move-in, family weekends, home football games, campus visits and commencement all bring parents to town.
- Amherst College and Hampshire College. Two more campuses with their own admissions visits, reunions and graduations. The town's rental bylaw names all three as its educational institutions.
- The Emily Dickinson Museum. The poet's birthplace, the Dickinson Homestead, and the Evergreens next door are preserved as one museum, open for guided tours most of the year and closed in January and February.
- The Eric Carle Museum of Picture Book Art. Founded in 2002 by Eric and Barbara Carle on the Hampshire College campus, it draws families year-round.
- The Norwottuck Rail Trail. The 11-mile trail passes through Amherst on its way between Northampton and Belchertown, with the Holyoke Range to the south.
The Amherst Rental Year
Amherst runs on the academic calendar. The busiest dates are late-summer move-in, fall family weekends and football Saturdays, and May commencement weekends, which families often plan far in advance. Summer is quieter on campus but brings conferences, camps, cyclists and visitors to the Dickinson Museum. Winter break and January are the slowest weeks. Longer stays are steady here too: visiting faculty, researchers and people relocating to the area often want a furnished home for a month or a semester; our mid-term rentals guide covers that model.
Short-Term Rental Rules in Amherst
Amherst does not have a separate short-term rental bylaw. Instead, General Bylaw 3.50, Residential Rental Property, rescinded and replaced on April 8, 2024, applies to every residential rental, and it defines a short-term rental as 31 or fewer consecutive days. As of October 2026, the key points are:
- A rental permit before you rent. It is unlawful to rent a residential rental property without a permit. Properties rented less than 14 days cumulative in a calendar year are exempt, but you must give the town evidence of the exemption first.
- Short-term rental proof. If the property will be rented short term, the application must include proof that it is registered with the Commonwealth for short-term rentals and that applicable taxes are paid.
- Permit year and renewal. Permits run July 1 to June 30, and renewals must be received by June 15 each year. A late renewal is charged a fee equal to the permit fee, again every 30 days.
- Fees. $100 for a parcel of up to six units where at least one unit is the owner's principal residence; otherwise $150 plus $100 per unit over one, up to $1,050 per parcel. The inspection fee is $150.
- Inspections. The town's rental inspection program is phasing in randomly selected inspections of up to 500 units a year; the town contacts owners when they are selected.
- Person-in-charge and plans. Each permit names a person-in-charge, and the bylaw requires a property management plan, a parking site plan and a recycling plan. The permit must be displayed in the unit, and short-term guests must have access to the town's information sheet.
- Zoning. A permit is issued only once the zoning use permit for that use is in place, so check zoning before you buy.
- Penalties. $300 per violation, with each day a separate offense, and repeated violations can lead to suspension.
Permitting is online through the town's OpenGov portal. Questions go to the Rental Registration Program Assistant at 413-259-3258 or Inspection Services' code enforcement officers at 413-259-3118.
State tax. Amherst has a 6% local room excise, in effect since October 2009, and a 3% community impact fee since July 1, 2019, which applies to professionally managed units and to owner-occupied two- and three-family homes, according to the state databank. The 5.7% state excise applies too. See the room occupancy tax page and the Massachusetts short-term rental laws page.
Running a Rental in Amherst
- Book graduation early. Commencement weekends are the most valuable nights of the year; open your calendar for them as soon as the dates are published.
- Parking. Your permit includes a parking site plan, and guests at big campus weekends come in several cars. Be clear about how many fit.
- Trash and recycling. Amherst requires a recycling plan with every rental permit, and the Board of Health has refuse collection rules; set up hauling before your first guest.
- Winter. January is slow, so it is a good month for deep cleaning and repairs, but someone still needs to check on an empty house after storms. See winter rental management.
