What the Region Is, for a Rental Owner
The North Shore coast is a string of old harbor towns. Salem is a year-round history city with one enormous month: Salem Haunted Happenings, which the city's tourism office says draws more than a million visitors in October. Marblehead is a sailing town built around its harbor and Race Week in late July. Cape Ann (Gloucester and Rockport) is a fishing and arts coast with beaches, St. Peter's Fiesta in June and the Gloucester Schooner Festival over Labor Day weekend. Newburyport pairs a walkable downtown with Plum Island and the Parker River National Wildlife Refuge. Inland, Lowell is a mill city with a national historical park, UMass Lowell and the Lowell Folk Festival.
Getting here is easy without a car: the MBTA Newburyport/Rockport commuter rail line serves Salem, Gloucester, Rockport and Newburyport, and the Lowell Line runs to North Station.
Demand and the Rental Year
Summer is the main season on the coast, from late June through Labor Day, with festival peaks in each town. Salem flips the usual curve: October is its own season, with weekends booked far ahead, while the rest of the region picks up Salem overflow and foliage visitors. Winter is quiet on Cape Ann and Plum Island, with weekends, holidays and longer stays. Lowell follows school and work calendars rather than tourist seasons. Our seasonal pricing guide covers pricing around curves like these.
The Rules Landscape, as of October 2026
Local Rules Range from Permits to Outright Bans
- Salem allows only owner-occupied or owner-adjacent units, caps them at two per building, and requires a $50 annual registration plus a yearly inspection.
- Gloucester requires an annual permit from Inspectional Services and limits homes that are not the owner's primary residence to 120 rental days a year, one per operator and 500 citywide (with an exemption for homes registered with DOR by April 1, 2025).
- Rockport has required an annual Select Board license for stays under seven nights since January 1, 2026.
- Newburyport sorts rentals into owner-occupied, investor and Plum Island categories; investor special permits all expire June 30, 2027.
- Marblehead bars short-term rental of accessory dwelling units; we found no general short-term rental bylaw.
- Lowell says short-term rentals are not allowed and every rental must be at least 30 days, which makes it a furnished monthly market. Our mid-term rentals guide covers how that works.

Room Taxes and Impact Fees
On top of the 5.7% state excise, the Division of Local Services (DLS) Municipal Databank, read October 6, 2026, lists:
| Town | Local room excise | Community impact fee |
|---|---|---|
| Salem | 6% | 3% |
| Gloucester | 6% | 3% |
| Rockport | 6% | 3% |
| Newburyport | 6% | 3% |
| Marblehead | 6% (since July 1, 2024) | None listed |
| Lowell | 6% | None listed |
The impact fee reaches professionally managed units and, in these four towns, owner-occupied two- and three-family homes. Our room occupancy tax page explains who collects each layer, and the Massachusetts short-term rental laws page covers DOR registration and the $1 million insurance rule.
How New England Host Co Works Here
New England Host Co covers Massachusetts statewide and manages homes in Worcester today. Every home we take on must be within 45 minutes of its crew's base, so for a North of Boston address we check the location first and tell you plainly whether it fits. Where it does, we handle listings on Airbnb, Vrbo, Booking.com, Expedia, Tripadvisor and Furnished Finder, daily PriceLabs pricing, guest messaging, and housekeeping with an inspection after every stay. In towns that limit short-term rentals, the first step is confirming your home qualifies. Send us the address through our contact page.
