Why Guests Come to Newburyport
- Plum Island and the refuge. The barrier island draws beach and birding visitors, and much of it is the Parker River National Wildlife Refuge.
- Yankee Homecoming. The 69th festival ran July 25 to August 2, 2026, with a road race, waterfront concerts and the Grand Parade along High Street. The city warned residents to expect heavy downtown foot traffic on peak days.
- Downtown and the waterfront. Shops, restaurants, the Custom House Maritime Museum and the Clipper City Rail Trail and Harborwalk make walkable weekends.
- Maudslay State Park. Trails along the Merrimack draw walkers in every season.
- A train to Boston. Newburyport is the end of the MBTA Newburyport/Rockport commuter rail line, which suits guests coming in without a car.
The Newburyport Rental Year
Summer is peak: Plum Island beach weeks, Yankee Homecoming at the turn of July and August, and harbor weekends. Spring and fall bring birders to the refuge and couples to downtown, with fall foliage weekends through October. Winter is slow and downtown-focused, with holiday weekends, family visits and longer stays. A Plum Island cottage and a downtown condo behave very differently across the year, so price them differently; our seasonal pricing guide walks through it.
Short-Term Rental Rules in Newburyport
Newburyport regulates short-term rental units (STRUs) in two places, both adopted November 13, 2023: section V-G of the Zoning Ordinance and Article XI of Chapter 9 of the Code of Ordinances. As of October 2026:
Three Categories
| Category | Who | Limits |
|---|---|---|
| Owner-occupied (OO-STRU) | Your primary residence, lived in at least 183 days a year | Up to 3 bedrooms and 6 guests; you must be there overnight for any rental night beyond 120 in a licensed year; one per operator |
| Investor (INV-STRU) | No residency requirement | Allowed only by Zoning Board of Appeals special permit (see below) |
| Plum Island (PI-STRU) | No residency requirement | Up to 6 bedrooms and 12 guests, no day limit |
A stay counts as an STRU when it is fewer than 30 consecutive days and the unit is rented more than 14 days a year.
Investor Permits Have an End Date
The deadline to apply for an investor special permit was six months after the ordinance took effect, and every STRU special permit issued under section V-G expires automatically on June 30, 2027. It cannot be extended. If you own a non-owner-occupied unit off Plum Island, plan for that date now.
Zoning Review and License
- Zoning first. Where an STRU is allowed by right, you apply online to the Zoning Administrator for a written determination, which lapses after three years or on a sale.
- License from the Licensing Board. The application fee is $250 per STRU. The board considers it at a public meeting, and the license runs one year from issue. An operator may hold only one owner-occupied or investor license at a time.
- Registration number. It must appear on every listing, and you post a sign showing the location of fire extinguishers, exits and pull alarms.
- Response time. You or your emergency contact must be reachable at all hours and must respond within three hours when the city or police call.
- Ineligible units. Accessory dwelling units and in-law apartments, affordable units, units in the Smart Growth District, and any unit where a condo bylaw or similar agreement bans STRUs.
- Penalties. Up to $300 per day for an unregistered or ineligible unit. Three violations in six months mean automatic revocation.
Part of Plum Island is in the Town of Newbury, not Newburyport. Newbury homes follow Newbury's rules, so check which side of the line your house sits on.
State Registration and Room Tax
Every operator also registers with the Department of Revenue and carries $1 million of liability coverage, as our Massachusetts short-term rental laws page explains. The Division of Local Services databank (read 6 October 2026) lists Newburyport's local room excise at 6% since April 2016, plus a 3% community impact fee since April 2024 on professionally managed units and owner-occupied two- and three-family homes. Newbury shows no local room excise in the same report. Details are on our room occupancy tax page.
Running a Rental in Newburyport
- Parking counts in zoning. The ordinance requires off-street parking for the STRU and allows no parking variance, so know your space count before you apply.
- Plum Island homes face wind, salt air and storm tides. Plan for exterior upkeep and a storm checklist between stays.
- Downtown events like Yankee Homecoming bring street closures and crowds. Warn guests and plan check-in times around them.
- Snow emergencies move cars off the street in winter. Put the city's rules in the guest book.

FAQ
Can I Start a New Investor Short-Term Rental in Newburyport?
Not off Plum Island. As of October 2026, investor units need a Zoning Board of Appeals special permit, the window to apply closed six months after the 2023 ordinance took effect, and all such permits expire June 30, 2027.
What Are the Rules on Plum Island?
The Newburyport side has its own category, PI-STRU, with no residency requirement and a limit of 6 bedrooms and 12 guests. You still need a zoning determination and a license.
How Much Is the Newburyport STRU License?
The application fee is $250 per unit, and you apply again every year.
Can I Rent My in-Law Apartment Short Term?
No. Newburyport's zoning makes in-law apartments and accessory dwelling units ineligible for STRU use.
